While the First Rate competition is usually well-described, the 2nd- and lower (if any) divisions seemed much more fluid. Some teams appeared settled in the 2nd Rate, others appeared fleetingly. No solid fixture or premiership has yet been discovered. It is possible that the matches were casual and a competition structure may not have existed.[source]
In previous seasons there did not seem to be a '2nd Rate' division as named. A '4th Rate' division got some mentions so it was most likely the secondary grade of this association, and is probably comparable to the 2nd Rate comp of this season.
